This book offers the first comprehensive examination of the county courts during the antebellum era in one southern state Kentucky, placing them in the context of its constitutional and political structure. More administrative than judicial in function, the courts were the means of providing most services of government for the people. This range of activity is fully discussed here, from road building to tax collecting to caring for the poor.Robert M. Ireland also explores the political aspects of the courts as well as their sometimes complex relationship with the state legislature and with the growing towns and cities. The courts, however, often failed in performing their duties, and the justices, being appointed, became a self-perpetuating oligarchy who seldom consulted the wishes of the people. Elected officials and the voters themselves thus grew increasingly alienated by the working of the courts. Their resentment culminated finally in a constitutional reform that in 1850 created an elective system of county government in Kentucky.", "author": "Robert M. Why and how such a reversal of a 150-year nonalignment policy by the United States was brought about, and how the goals of the treaty became a reality, are questions addressed here by a leading scholar of NATO.The importance of restoring Europe to strength and stability in the post-World War II years was as obvious to America as to its allies, but the means of achieving that goal were far from clear. The problem for European statesmen was how to secure much- needed American economic and military aid without sacrificing political independence. For American policymakers, in contrast, a degree of American control was seen as an essential quid pro quo. As Mr. Kaplan shows, the lengthy negotiations of 1947 and 1948 were chiefly concerned with reconciling these opposing views. For the Truman administration, the difficulties of achieving a treaty acceptable to the allies were matched by those of winning its acceptance by Congress and the public. Many Americans saw such an \"entangling alliance\" as a threat not only to American security but to the viability of the United Nations. Mr. Kaplan demonstrates the tortuous course of the debate on the treaty and the pivotal role of the communist invasion of South Korea in its ultimate approval. This authoritative study offers a timely reevaluation of the origins of an alliance that continues to play a critical role in the balance of power and in the prospects for world peace.", "author": "Lawrence S. His later plays and novels continued to deal with the search of the individual for identity in contemporary life, especially in the Salavin series and the ten-volume Chronique des Pasquier, his outstanding works of fiction. Among the commentaries on other cultures arising from his travels, Duhamel's scathing criticism of the United States in Scenes de la vie future aroused particular furor. It is in Duhamel's feeling for humanity, Mr. Keating believes, that one may discover the consistent pattern in Duhamel's work, essentially the passionate reaction of a surgeon-artist to the cruelties of a war-torn world. Woodrow Wilson and American leaders had hailed the Revolution of March 1917 as an expression of the true spirit of Russia, a harbinger of democracy. The Bolshevik revolt and the civil war that followed were, in their eyes, only temporary disturbances. Still, the growth of the new democracy would only prosper if the Russians could restore order to their beleaguered land.In this book Linda Killen examines a hitherto neglected instrument of American policy in Russia-the Russian Bureau of the War Trade Board. With support from the administration, the bureau was established by Congress in October 1918 as a public corporation with a fund of $5 million to facilitate trade between Russia and America, for government and business leaders thought that the Russians could be helped to resolve their problems with the income from trade. The bureau was also to assist in two areas essential to trade, stabilizing the currency and restoring the transportation system. With the signing of the peace treaty, however, the bureau as a wartime agency was dissolved in June 1919 and its work assigned to the State Department. As one of the first American attempts at foreign aid, the bureau's program was necessarily tentative, but Linda Killen shows that, as a specific case, the bureau offers an instructive example. It reveals a widespread ignorance of Russian affairs both in government and in business circles. More importantly, it demonstrates the fatal weakness of an idealistic policy that was blind to political realities. Perhaps, the bureau's most tangible \"accomplishment\" came when its $5 million were finally transferred to the Trans-Siberian Railroad to purchase new equipment. Yet, ironically, it was the hated Bolsheviks who benefitted from this aid when they seized Siberia and used the new equipment to restore the rail line to efficient operation. This detailed study of the Russian Bureau sheds new light on a turbulent and tragic area of American diplomacy. Alfred Killilea's strikingly original book revolves around a central irony: though the subject of death has been largely shunned in American culture lest it rob life of meaning and contentment, confronting death may be crucial to enable us as individuals and as a society to affirm life, even to survive, in this nuclear age.Killilea argues that the denial of death has fostered a disavowal of limits in general, and that a greater awareness of our mortality would provide a much needed catalyst for change in our political response to narcissism and nuclearism. He traces how, from John Locke to the present, a politics and an economics based on growth for the sake of growth have required an avoidance of human vulnerability. Our confrontation with mortality, Killilea argues, would goad us to question our roles as mere acquirers and to take more seriously the need for equality and community in our society. In charting how we can come to terms with death and how profoundly our attitudes toward death affect our attitudes toward politics, Killilea vides lucid and authoritative commentaries on such provocative thinkers as Earnest Becker, Robert Jay Lifton, Michael Novak, Daniel Bell, Christopher Lasch, and Jonathan Schell. In this volume, authors John P. Kirscht and Ronald C. Dillehay have provided a much-needed review of this growing subject, summarizing and evaluating about 260 studies that have appeared to date.Kirscht and Dillehay differentiate between the psychological and the sociological approach to authoritarianism, tracing the historical development of both schools of thought. They also outline three major views of authoritarianism: as antecedent to certain types of behavior (for example, ethnic prejudice), as the consequence of other variables (such as child rearing practices), or as a correlate of yet other processes(e.g. alienation); these views, in turn, suggest a variety of theoretical and methodological issues. The authors review, in addition, the multitudes of beliefs and behaviors thought to vary with authoritarianism, examining the validity of these relationships in empirical research. While the authors do not attempt to reformulate or redefine authoritarianism, they point up avenues for future research and single out significant research findings which are likely to offer the firmest ground for development.", "author": "John P. Based upon a carefully controlled study, it offers a sound theoretical base and a replicable method, both vital to students of group processes and organizational theorists. The study indicates that high stress was positively related to intragroup conflict regardless of group sanctions encouraging cohesiveness but that when managers rewarded group behavior under high stress a climate was created in which competitive behavior could occur without inducing conflict and nonproductive behavior.Timely, thoroughly documented, the book extends and integrates prior work in an area vital to managers and theorists alike. In the field of the essay, he is the author of more than twenty-five books on subjects whose diversityesthetics, politics, surrealist art, the Mexican character, cultural anthropology, and Eastern philosophy, to cite only a fewis dazzling. In poetry, his creativity has increased in vigor over more than fifty years as he has explored the numerous possibilities open to Hispanic poets from many different sources. The bridge that joins the halves of his writing is a concern for language in general and for the poetic process in particular.Toward Octavio Paz defines this process of creation through a close examination of the books that represent the summit of the poet's development, three long poems and three collections. It is intended for readers of varied poetic experience who are approaching Paz's work for the first time.By studying the relationship of the parts of the poem, particularly structure and theme, Fein traces the poet's growth through approaches to the reader, each embodied in a separate work. From the divided circularity of Piedra de sol through the intensification of the subject of Salamandra, the multiple meanings of Blanco, the polarities of Ladera este, and the literary solipsism of Pasado en claro, to the silences of Vuelta, Paz has shaped his audience's responses to his work through suggestion rather than control. The result is not only a new poetry but a new receptivity.", "author": "John M. Swanson of Virginia", "subtitle": "A Political Biography", "description": "Spanning most of the years of the one-party South, the public career of Virginian Claude A. Swanson, congressman, governor, senator, and secretary of the navy, extended from the second administration of Grover Cleveland into that of Franklin Roosevelt. His record, writes Henry C. Ferrell, Jr., in this definitive biography, is that of \"a skillful legislative diplomat and an exceedingly wise executive encompassed in the personality of a professional politician.\"As a congressman, Swanson abandoned Cleveland's laissez faire doctrines to become the leading Virginia spokesman for William Jennings Bryan and the Democratic platform of 1896. His achievements as a reform governor are equaled by few Virginia chief executives. In the Senate, Swanson worked to advance the programs of Woodrow Wilson. In the 1920s, he contributed to formulation of Democratic alternatives to Republican policies. In Roosevelt's New Deal cabinet, he helped the Navy obtain favorable treatment during a decade of isolation. The warp and woof of local politics are well explicated by Ferrell to furnish insight into personalities and events that first produced, then sustained, Swan-son's electoral success. He examines Virginia educational, moral, and social reforms; disfranchisement movements; racial and class politics; and the impact of the woman's vote. And he records the growth of the Hampton Roads military-industrial complex, which Swanson brought about. In Virginia, Swanson became a dominant political figure, and Ferrell's study challenges previous interpretations of Virginia politics between 1892 and 1932 that pictured a powerful, reactionary Democratic \"Organization,\" directed by Thomas Staples Martin and his successor Harry Flood Byrd, Sr., defeating would-be progressive reformers. Over the years, a diverse group of peoplereformers, enthusiasts, the musically literate and the musically illiterate, radicals, liberals, a British gentleman and his woman companion, amateurs, local residents, and academicshave been sufficiently captivated by that music to have devoted considerable energy to harvesting it from its fertile ground, studying its various manifestations, and considering its many performers.Kentucky Folkmusic: An Annotated Bibliography is a guide to the literature of this remarkable music. More than seven hundred entries, each with an evaluative annotation, comprise the largest bibliographic resource for the folkmusic of any state or region in North America. Divided into eight sections, the bibliography covers collections and anthologies; fieldworkers and scholars; singers, musicians, and other performers; text-centered studies; studies of history, context, and style; festivals; dance; and discographies, check-lists, and other reference tools. A subject index, an author index, and an index of periodicals provide access to the materials. Napoleon Jackson Tecumseh Dana when in 1845, not many months before the outbreak of the Mexican War, he joined the white-tented encampment of General Zachary Taylor in Texas. And so he continued writing during the uncertain life of camp and campaign for the better part of the next two years. In these letters to his wife, published here for the first time, Dana provides a detailed, firsthand view of the United States' war with Mexicofighting off the Mexicans from within Fort Brown during the initial attack; hearing the distant thunder of artillery as Taylor's army marched to the rescue of the beleaguered Seventh Infantry; occupying Matamoros; taking Monterrey, street by street with the defenders firing from the housetops. After Monterrey, Dana was at the siege of Veracruz and on the march to Cerro Gordo. Badly wounded in the attack on Telegraph Hill at Cerro Gordo, he was left on the field for dead, but was rescued by a burial party a day and a half later. Following the Mexican War, Dana went on to become a major general during the Civil War and later to have an illustrious career as a railroad executive. Nearly one hundred of his letters about the Mexican War survived and are now in the archives at West Point.
