Established by the Navy Department in 1862, the West Gulf Blockading Squadron operated from St. Andrews Bay (Panama City), Florida to the Rio Grande River. As with the Navys blockade squadrons operating in the Atlantic, the mission of the West Gulf Blockading Squadron was to cripple the Souths economy by halting imports and disrupting cotton exports, the Souths main source of hard currency. The blockade also limited transportation within the South and participated in combined operations with Union land forces.   The history of the squadron comprises myriad parts and players, deployed in a variety of missions across the thousand-mile-wide Western Theater. From disorganized beginnings, the squadrons leaders and sailors had to overcome setbacks, unfulfilled expectations, and lost opportunities. Browning masterfully captures the many variables that influenced the strategic choices of Navy commanders as they both doggedly pursued unchanging long-term goals as well as improvised and reacted to short-term opportunities.   Notable among its leaders was David Glasgow Farragut, believed by many to be Americas greatest naval hero, who led the squadron through most of the war and the climactic Battle of Mobile Bay. Under his legendary leadership, the squadron not only sealed Confederate sea ports, but also made feints and thrusts up the Mississippi River as far north as Vicksburg, Mississippi.   Knowing the Navys role in isolating the Confederate economy and preventing the movement of troops and supplies within the South is crucial to understanding of the outcomes of the Civil War, as well as the importance of naval power in military conflicts. Katherine Henry traces this turn back to the eighteenth-century opposition of liberty and tyranny, which imagined our liberties as being in danger of violation by the forces of tyranny and thus in need of protection. She examines four particular instances of this rhetorical pattern. The first chapters show how womens rights and antislavery activists in the antebellum era exploited the contradictions that arose from the liberal promise of a protected citizenry: first by focusing primarily on arguments over slavery in the 1850s that invoke the Declaration of Independence, including Harriet Beecher Stowes fiction and Frederick Douglasss Fourth of July speech; and next by examining Angelina Grimkes brief but intense antislavery speaking career in the 1830s.   New conditions after the Civil War and Emancipation changed the way arguments about civic inclusion and exclusion could be advanced. Henry considers the issue of African American citizenship in the 1880s and 1890s, focusing on the mainstream white Southern debate over segregation and the specter of a tyrannical federal government, and then turning to Frances E. W. Harpers fictional account of African American citizenship in Iola Leroy. Finally, Henry examines Henry Jamess 1886 novel The Bostonians, in which arguments over the appropriate role of women and the proper place of the South in postCivil War America are played out as a contest between Olive Chancellor and Basil ransom for control over the voice of the eloquent girl Verena Tarrant.",

Christian Spielvogel studies the NPSs secondary role as an interpreter or creator of meaning at such sites, specifically Gettysburg National Military Park, Harpers Ferry National Historical Park, and Cold Harbor Visitor Center.   Spielvogel studies in detail the museums, films, publications, tours, signage, and other media at these sites, and he studies and analyzes how they shape the meanings that visitors are invited to construct. The escalating violence of the Klan led Floridas Governor to appoint State Attorney Dan Warren as his personal representative in St. Augustine. Warrens crack down on the Klan and his innovative use of the Grand Jury to appoint a bi-racial committee against the intransigence of the Mayor and other officials, is a fascinating story of moral courage.
