More unusual still, he possessed extraordinary people skillsskills that allowed him to deal and move with relative ease among Navy compatriots, foreign combat pilots, left-wing literati in Madrid and Paris, and the rural folk of Arkansas, Mississippi, and Louisiana, who embraced him as one of their own. While in Spain, Tinker socialized with Ernest Hemingway, Robert Hale Merriman, the leader of the American Volunteers of the Lincoln Brigade and his successor Milton Wolff, who led the 15th International Brigade during the Battle of the Ebro. All this he managed before his death at age twenty-nine. Second, the book focuses on the aerial tactics introduced in the Spanish Civil War that became standard military practice a few years later in World War II. Included are descriptions of the German introduction of the Finger Four fighter formation that replaced the V of three or four formation then in vogue; the first use of military airlift to move large numbers of troops and equipment into combat; the greater accuracy and destructiveness of dive bombers vice high altitude bombers; perfection of the silent approach used by high altitude bombers before the introduction of radar early warning; and air intelligence reports that asserted daylight high altitude bombers could not get through and return from enemy territory successfully without the protection of fighter cover. Only more recently did the war begin showing signs of reaching an agreeable end when the coalitions commander put into effect a new counterinsurgency strategy in 2007 aimed at providing genuine security for Iraqi citizens. The toppling of Husseins regime ended the iron rule of an odious dictator who had brutalized his people for more than 30 years. The operation was launched under Director of Central Intelligence Richard Helms, by chief of counter-intelligence, James Jesus Angleton, and headed by Richard Ober. The program's goal was to unmask possible foreign influences on the student antiwar movement. The \"MH\" designation signified that the program had a worldwide area of operations. When President Nixon came to office in 1969, all of the existing domestic surveillance activities were consolidated into Operation MH/CHAOS and used CIA stations abroad to report on antiwar activities of United States citizens traveling abroad, employing methods such as physical surveillance and electronic eavesdropping, utilizing \"liaison services\" in maintaining such surveillance. The operations were later expanded to include 60 officers. In 1969, following the expansion, the operation began developing its own network of informants for the purposes of infiltrating various foreign antiwar groups located in foreign countries that might have ties to domestic groups. Eventually, CIA officers expanded the program to include other leftist or counter-cultural groups with no discernible connection to Vietnam, such as groups operating within the women's liberation movement, including Students for a Democratic Society, the Black Panther Party and Women Strike for Peace. Also targeted was the Israeli embassy, and domestic Jewish groups such as the B'nai B'ritht. As a result of the Watergate break-in, involving two former CIA officers, Operation MH/CHAOS was discontinued. The secret nature of the program was exposed by Seymour Hersh in the New York Times on December 22, 1974. The following year, further details were revealed during Representative Bella Abzug's House Subcommittee on Government Information and individual Rights. The government, in response to the revelations, launched the Commission on CIA Activities Within the United States (The Rockefeller Commission), lead by then Vice President Nelson Rockefeller, to investigate the depth of the surveillance. In Operation MHCHOAS, the author, who is a former CIA officer, refutes the charges made by the New York Times and the Washington Post at the time that this domestic spying program first made headlines, and takes issue with conclusions of the Rockefeller Commission and the Church Committee. He relates how the Special Operations Group began, was staffed and how it was transformed into an anti-terrorist unit before it ceased operation. The process of the development of an American battle fleet resulted in the construction of a new organizational identity for the North Atlantic Squadron. This process was as critical as the eventual outcome. It was not linear, but one in which progress in critical areas was modulated by conflicting demands that caused distraction. From 1874-1888, exercises in fleet tactics under steam were carried out sporadically utilizing existing wooden cruising vessels. From 1889-1894, the last wooden cruisers were decommissioned and the Squadron consisted entirely of new steel warships. Ad-hoc concentrations of vessels for purposes besides exercise and training retarded the continued development of doctrine and tactics necessary for a multi-ship fighting capability during this time. However, much work was done to develop a concept of multi-ship operations. From 1895-1897, the identity of the North Atlantic Squadron as a combat unit solidified. Tactical exercises were held that had specific offensive and defensive wartime applications. These exercises were necessary to develop a combat capability. The results of this study demonstrate that the United States government had an interest in developing an offensive naval combat capability as early as the 1870s. Based on the record of the North Atlantic Squadron, it is argued that imperial aspirations, in the sense of possessing a capability to restrict the actions of other great powers in the Caribbean region, existed prior to the War of 1898.
